PROBLEM TO BE SOLVED: To provide an encoder for encoding input data and generating corresponding encoded output data.SOLUTION: An encoder 10 includes: (a) to divide input data 20 into a plurality of blocks or packets; (b) to apply a plurality of conversions to contents of the blocks or packets; (c) to compare quality of expression of conversion data with the content of the block or the packet before the conversion is applied to check it; (d) to divide and/or couple one or more blocks or packets when the quality of the expression of the conversion data corresponding to one or more blocks or packets does not satisfy one or more quality standards and to repeat the step (b); and (e) to output the conversion data for providing encoded output data 30 showing the encoded input data 20 when the quality satisfies one or more quality standards.
