Disclosed is a scrubber system having an automatic oxidizer-absorbent creating device which includes: a raw gas inlet through which raw gas flows in; a processed gas outlet for discharging the raw gas flowed in through the raw gas inlet; a scrubber having a treated water outlet for discharging waste water which is used to treat the raw gas; an oxidizer-absorbent creating device which creates an oxidizer-absorbent by electrolyzing salt water or seawater and which supply the oxidizer-absorbent into the scrubber so as to treat the raw gas flowed in through the raw gas inlet to obliterate a hazardous material using the oxidizer-absorbent.
