PURPOSE: A separate issuing method of a finance authentication means and a system thereof are provided to firstly issue a financial means through a communication network where a mobile terminal is connected and secondly issue the financial means to a designated financial means issuance medium by delivering the personalized financial information of a target financial means through a 2d barcode code image, thereby offering a safe and convenient OTA service with which the information of the target financial means is not exposed due to the hacking into the communication network. CONSTITUTION: An owner authentication processing unit (115) processes the owner authentication of a user. A first issuance configuration unit (120) generates N (N>=1) key values and the common issuance information to issue a financial means to a mobile terminal (200). A first issuance processing unit (125) provides a first set of issuance data, including the N key values and the common issuance information, to the mobile terminal. A second issuance configuration unit (130) generates personalized financial information corresponding to the financial means to be issued. A code image conversion unit (135) codes the personalized financial information and converts the information in to a 2D barcode code image. A second issuance processing unit (140) provides the code image to the terminal.
