PROBLEM TO BE SOLVED: To provide an electrolytic cell which uses a titanium oxide electrode for electrolytic reduction having sufficient activity for electrolysis of oxygen acid ions and having high durability.SOLUTION: An electrolytic cell for electrolytic reduction of oxygen acid ions comprises; a cell; anodes and titanium oxide cathodes formed with a titanium oxide layer on the surface which are sequentially arranged in the cell so as to be opposite to each other with a distance between them; a direct-current power source for applying a direct-current voltage between the anode and the cathode; and an electrolyte which contains oxygen acid ions and is filled between the anode and the cathode.
