PROBLEM TO BE SOLVED: To provide a character recognition device capable of performing character recognition irrespective of segmentation accuracy of an image area and the types of character font of a character recognition processing object.SOLUTION: A character recognition device recognizes characters in an image part that may include characters of a number plate of a vehicle, and includes: storage means for storing the HOG feature amounts of a plurality of predetermined character images; means for calculating the HOG feature amount of the image part; and character recognition means for recognizing characters that may be included in the image part on the basis of the calculated HOG feature amount of the image part and the HOG feature amounts of the predetermined character images.
