A refresh address generator comprises a refresh sequence buffer and a refresh address sequencer. The refresh sequence buffer stores a plurality of memory cell groups which is grouped based on data retention characteristics of a plurality of memory cell rows, by rearranging according to the data retention characteristics of each memory cell group. The refresh address sequencer generates refresh row addresses of the rearranged memory cell groups in order, by referring to the refresh sequence buffer in response to a refresh signal.
