PROBLEM TO BE SOLVED: To provide a mobile communication system, a mobile station, a network device, and a mobile communication method which can suppress transmission of a connection establishment request message and the like caused by a useless packet communication request and can improve availability of a service, when a position registration area in which the available service is locally limited exists.SOLUTION: A SGSN 50/MME 80 determines whether or not to connect a UE 20 to a core network on the basis of whether or not a service to be executed by a received connection establishment request message can be provided in a position registration area of the UE 20 and, when it is determined that the connection with the UE 20 is rejected, transmits a rejection message for rejecting the connection establishment request massage to the UE 20. The UE 20 transmits a connection establishment request message to the SGSN 50/MME 80, when a position registration area of the UE 20 in the case of receiving a packet communication request after receiving the rejection message is different from that of the UE 20 in the case of previously transmitting the connection establishment request message. |
