This base station in a mobile communication system in which carrier aggregation (CA) is carried out comprises: a transmission unit which transmits, to a UE, a timing advance (TA) value for adjusting the transmission timing of an uplink signal from the UE; a reception unit which receives the uplink signal that the UE has transmitted in accordance with the TA value; and a TAG determination unit which determines, for each user equipment, a TAG containing a group of CCs sharing the same TA value. The TAG determination unit determines whether a first and a second CC are included in the same TAG according to whether the timing difference between a first reception timing when the uplink signal of the first CC is received from the UE and a second reception timing when the uplink signal of the second CC is received from the UE is at least a specific value.
