Disclosed are an ice breaking device and a ship having the same. The ice breaking device according to an embodiment of the present invention includes: an ice breaking module including a first plate having a lower part stretching toward the outside of the hull of a ship, with the ability to rotate and a second plate having a lower part combined to the upper part of the first plate, with the ability to rotate; a first driving unit having one side combined to the hull, with the ability to rotate; and a second driving unit having one side combined to the first driving unit to be able to move lengthwise and the other side combined to the ice breaking module, with the ability to rotate.
