PROBLEM TO BE SOLVED: To select a layer suitable for the states of network environment and receiving terminal environment in a video communication service.SOLUTION: The invention extracts a parameter including at least a packet loss rate and a bit rate among the bit rate, a frame size, and the packet loss rate from a received packet, refers to terminal information preregistered or obtained, and selects a layer having processing ability of the terminal information applicable to the bit rate of the parameter. Alternatively, if the parameter includes the frame size and the terminal information includes a screen size, the invention selects layers having the screen size of the terminal information applicable to the frame size, and outputs the most suitable layer as video quality information depending on the packet loss rate from the selected layers. |
