The designated turning angular velocity arithmetic operation part updates the designated turning angular velocity ron the basis of a change in the speed component uin the reference azimuth direction, and the updating is executed when at least the speed component uin the reference azimuth direction is changed by a speed threshold value &Dgr;uby being compared with a speed component uin the last time updating and when the speed component uin the reference azimuth direction indicates an extreme value.
