PROBLEM TO BE SOLVED: To provide a paper barrier packaging material that combines excellent gas barrier properties and vapor barrier properties.SOLUTION: A paper barrier packaging material in which two or more coating layers are disposed on a paper substrate, includes: a water vapor barrier layer in which the two or more coating layers are disposed on the paper substrate; and a gas barrier layer formed on the water vapor barrier layer, and the paper barrier packaging material is characterized in that a water-soluble polymer or an in-water suspension polymer is used as a binder resin in the coating layers, and a binder resin of the gas barrier layer is carboxymethyl cellulose.
