PROBLEM TO BE SOLVED: To provide a composite hat stiffener particularly for use in aircraft, and methods of forming components such as composite hat-stiffened pressure webs excellent in reducing the production time, the parts count and the expense.SOLUTION: A composite hat stiffener 32 has a composite hat section 38, and a plurality of composite stiffening plies 72 attached to the composite hat section 38. The plurality of composite stiffening plies 72 include a body ply 74, a wrap ply 80 attached to the body ply 74, and a base ply 94. The composite hat stiffener 32 further has a pair of noodle-like corner fillers 108 attached to the composite hat section 38 and disposed between the plurality of composite stiffening plies 72. The composite hat stiffener 32 further has an outer ply 112 attached to the composite hat section 38.
