The purpose of the present invention is to provide a base tire and a base tire manufacturing method in which the shape after buffing is not limited and which is capable of securing an appropriate thickness of the base tire rubber layer as a result of setting the thickness of the rubber layer so that the buffing margin of the vulcanized molded base tire is optimal. A method for manufacturing a base tire comprising a belt layer, an outermost rubber layer of a specified width that is laid on the belt layer and is for providing a tread, and rubber edge members located on both sides of the outermost rubber layer in the width direction, wherein: the loss tangent tan delta of the outermost rubber layer is set to be lower than the loss tangent tan delta of the rubber edge members; the thickness (A1) of the equator before buffing of the outermost rubber layer with respect to the thickness (A2) obtained after buffing is set to be thickness (A2) × 150% or less; and the thickness (A2) after buffing is set to be 1 mm - 3.5 mm. |
