PROBLEM TO BE SOLVED: To provide a signal processing device which has solved at least a part of possibly problems in the signal processing device using B-CAS cards to be contracted with respect to pay broadcast.SOLUTION: The signal processing device comprises: a tuner that receives broadcast programs and generates a program data before descramble processing based on the received broadcast program; and a decoding processing unit capable of performing a first descramble processing using a first B-CAS card and a second descramble processing using a second B-CAS card on the program data before descramble processing generated by the tuner. The first B-CAS card and the second B-CAS card are B-CAS cards each of which is to be contracted with respect to the charge. The size of the first B-CAS card is different from that of the second B-CAS card.
