PROBLEM TO BE SOLVED: To provide a photoelectric conversion element excellent in photoelectric conversion efficiency, and a method for manufacturing the photoelectric conversion element.SOLUTION: A photoelectric conversion element includes at least a buffer layer, a photoelectric conversion layer containing a semiconductor and a sensitizing dye, a charge transport layer and a counter electrode, on a transparent conductive substrate. An average interval RSm1 between irregularities on a surface of the transparent conductive substrate and an average interval RSm2 between irregularities on the buffer layer satisfy the relationship of 0.9≤RSm2/RSm1≤1.3, and an arithmetic average roughness Ra1 on the surface of the transparent conductive substrate and an arithmetic average roughness Ra2 of the buffer layer satisfy the relationship of (Ra1-Ra2)/Ra1≤0.7. |
