PROBLEM TO BE SOLVED: To provide a tape cutter capable of properly folding a cutting end of an adhesive tape and a tape dispenser.SOLUTION: A tape cutter 50 includes: a blade 52; a base body 51; an elastic plate 53; a folding plate (a folding member) 54; a piercing member 60; and an elastic body 58. The piercing member 60 includes piercing bodies 63 which pierce an adhesive tape thereby positioning and holding the adhesive tape. The piercing member 60 is attached to an upper surface of the base body 51 so as to be erected from the base body 51 and pass through a through hole 53d of the elastic plate 53. |
