PROBLEM TO BE SOLVED: To provide a mass calling service for a terminal existing in a provider network different from that of a mass calling service provider.SOLUTION: A repeating device 20 provided in the boundary of a provider network 11-1 in which a guidance device 31 is provided and a provider network 11-2 connected with a terminal 50 includes a SIP signal relay conversion unit 21 and a media signal relay conversion unit 22. The SIP signal relay conversion unit 21 relays the connection signal of a mass calling call to the guidance device 31 if a media signal according to a mass calling has not yet been distributed, when the connection signal of mass calling is received from the terminal 50. The media signal relay conversion unit 22 distributes the media signal according to a mass calling from the guidance device 31, and relays the media signal to the terminal 50.
