The system has an operating system producing parameters of a retaining wall (3) partially placed in a flow direction of a stream (2) for a vertical lateral drain from a storage zone in form of a naturally forming water edge (5). Pressure and flow energy of the water edge is directly decreased by water turbines (12), which are engaged into the water edge. Axles of the water turbines are arranged in an air chamber beside water edge walls under normal conditions. A shovel system of the turbines is engaged with the water edge at a side.
