Provided are a method and apparatus for encoding and decoding motion information of a current prediction unit that is motion-predicted. The image encoding method includes: obtaining a first reference picture list, a second reference picture list, and a combination reference picture list which is a combination of reference pictures included in the first reference picture list and reference pictures included in the second reference picture list; and encoding a reference syntax indicating a motion prediction mode and a reference picture used in encoding of a current prediction unit based on a number of cases of a unidirectional motion prediction mode and a number of cases of a bidirectional motion prediction mode.
