The present invention provides a cosmetic composition promoting skin elasticity and improving skin wrinkles comprising 0.1-20 wt% of skin contraction denaturization cornstarch on the basis of a total weight of the cosmetic composition, and a method for manufacturing the same. The present invention can be diversely manufactured and utilized as solution, cream, emulsion, lotion, ointment, paste, suspension, power, gel, and aerosol dosage form, and the present invention is easily applied to the skin and provides advantages of providing elasticity and improving skin wrinkles for the skin within a short time of 90-120 seconds.
