The present invention relates to an elastic mooring apparatus for a solar power plant constructed on water, to support stably a solar cell assembly to prevent the solar cell assembly from being separated from a predetermined area and rotating while accepting a big difference in water level. The elastic mooring apparatus is combined with the solar cell assembly, and a mooring rope is continuously pulled by the elasticity to maintain the tension of the mooring rope. When the water level becomes high, the solar cell assembly rises and allows the mooring rope to be released. When the water level becomes low, the solar cell assembly goes down, and the released mooring rope is recovered, thereby, an elastic module maintains the tension while modulating the length of the mooring rope.
