PROBLEM TO BE SOLVED: To detect malfunctions of a reforming temperature detector in case that the measured temperature value of a reformer is detected as being different from the actual temperature due to occurrence of a malfunction in the reforming temperature detector.SOLUTION: The flow rate of raw material fed from a raw material feeder 4 is adjusted so that a temperature detected by a reforming temperature detector 9 is within a prescribed temperature range. If the temperature detected by the reforming temperature detector 9 is within the prescribed temperature range and an ion current value detected by a flame detector 10 is outside a prescribed proper ion current range, a malfunction is detected.
