PROBLEM TO BE SOLVED: To detect error of excessive defect number of a disk-type recording medium at the earliest stage of format processing, when the recording medium cannot be used by the error of excessive number of defects for performing format processing. SOLUTION: This information recording and reproducing device 22, which records and reproduces digital information by using the recording medium 23, in which a data storage area is radially separated into a plurality of zones to manage defect information of each zone, is provided with a format means 26 for performing format processing of the recording medium 23, a detecting means 24 to acquire defect information of the previous format of the recording medium 23, and a control means 25 for instructing the format means 26 on target zones of format processing sequentially from the zone having larger number of defects on the basis of the defect information acquired by the detecting means 24.
