Provided are a data block transmission method and device. The method comprises: sending downlink assignment messages to at least two user terminals; according to the data amounts allocated to different user terminals, enabling data distributed to different user terminals to generate downlink data blocks; and sending the downlink data blocks to the user terminals, each user terminal reading the data allocated to itself from the downlink data block according to the downlink assignment message. Provided is a data block transmission method, wherein an LI retention value is applied to enable a plurality of user terminals to share a temporary flow identify (TFI), so that one downlink data block carries the data of a plurality of user terminals, thereby solving the problem that one downlink data block can only carry the data of one user terminal in the prior art.
