PROBLEM TO BE SOLVED: To provide an exhaust recirculating device that can suppress at least the occurrence of a malfunction associated with the condensation of a water component contained in an EGR gas at a low-load operation of an internal combustion engine.SOLUTION: An exhaust recirculating device comprises: a low-pressure EGR passage 5 which makes a part of an exhaust gas flowing in an exhaust passage 3 of an engine 1 flow back to an air intake passage 2 as an EGR gas; a refrigerant circuit 6 in which a refrigerant flows; an EGR cooler 52 for cooling the EGR gas by heat-exchanging the EGR gas and the refrigerant; and an inter-cooler 21 for cooling air by heat-exchanging air intake air containing the EGR gas flowing in the air intake passage and the refrigerant. Then, the refrigerant circuit 6 is constituted independently from an engine cooling water circuit 10, and constituted so that the refrigerant passing through the EGR cooler 52 may flow therein at least at a low-load operation of the engine 1.
