PROBLEM TO BE SOLVED: To automatically determine necessity of charging and provide information of the charging necessity to a user.SOLUTION: A history storage 23 accumulates the history of a battery usage amount of a high voltage battery 3. When a vehicle 2 is parked, a necessity determination part 25 determines necessity of the charging to the high voltage battery 3. A notification part 26 provides the user a message from a portable terminal 13 or an indicator 16. The message is provided when the charge is necessary, and when the charge is unnecessary. A user of the vehicle 2 learns the charge is unnecessary. Therefore, a connection work of connectors 8a and 8b can be omitted. The user of the vehicle 2 connects connectors 8a and 8b, when the charging is necessary, and can charge the high voltage battery 3. A limitation part 27 limits the charge amount to control deterioration of the high voltage battery 3. A time setting part 28 sets the charging time to provide a more economical advantage to control the deterioration of the high voltage battery 3. |
