The device (2) has a pinion that is configured to mesh with a ring gear of a machine. A coil (35) is energized to form a first electromagnet. A plunger (36) is attracted by the electromagnet to move in the axial direction in an inner periphery of the first coil. A plunger (47) is attracted by the second electromagnet so as to move in the axial direction in an inner periphery of a coil (46). The solenoids (SL1,SL2) are held in a common switch frame. A non-magnetic partition wall portion (75) is placed between the first solenoid (SL1) and the second solenoid (SL2). An independent claim is included for a starter.
