PROBLEM TO BE SOLVED: To provide a floor brush capable of effectively preventing relative rotation of a case body to a connecting pipe when rising from a floor surface and capable of easily rotating the connecting pipe to the case body when mounting on the floor surface; and to provide a vacuum cleaner having the same.SOLUTION: A floor brush 23 has a case body 31 extending in a right and left direction. The floor brush 23 has a connecting pipe 32 connected to the case body 31 turnably at least around an axis. The floor brush 23 has a rotation stop body 62 arranged movably to the case body 31. The rotation stop body 62 blocks the relative rotation of the connecting pipe 32 to the case body 31 by contacting the connecting pipe 32 with the case body 31 separated from the floor surface. The rotation stop body 62 cancels the blocking of the relative rotation of the connecting pipe 32 to the case body 31 by separating from the connecting pipe 32 with the case body 31 mounted on the floor surface.
