A thermal cladding panel for applying to the inside of an outer wall has capillary regions operating through the panel to duct moisture away from the panel to wall interface and prevent the formation of mould. The capillary action can be provided by capillary material inserted into holes through the panel or via capillary areas set through the panel. The panel construction can include a capillary buffer layer.
