The present invention relates to a fuel cell system, which comprises a hot box accommodating a fuel cell and a reformer; a start burner heating the hot box to a reaction temperature in the initial operation; a first heat exchanger heating the inhaled outside air with the heat of the start burner or the heat of exhaust gas and supplying to the fuel cell; and a second heat exchanger supplying steam generated by using the heat of the exhaust gas and maintaining the reaction temperature by cooling the fuel cell with the exhaust gas of which the temperature has been lowered. The present invention has the effect of preventing the generation efficiency from degrading by including a means for heating the outside air in the initial operation, continuously heating and supplying the inhaled outside air by using the exhaust gas, preventing changes in the internal temperature of the hot box according to the inflow of outside air, and maintaining the temperature of the hot box to the reaction temperature.
