PROBLEM TO BE SOLVED: To reduce power consumption of a memory device.SOLUTION: A program causes a computer to execute: a power state determination step which calculates access loads of memory areas including a plurality of sub-areas, and determines one of a plurality of power states including a first power state and a second power state having lower power consumption than the first power state for the respective sub-areas according to the access loads; and a power state control step which sets the respective sub-areas to be in the power states determined by a power state determination unit.
