<p><P>PROBLEM TO BE SOLVED: To provide a semiconductor integrated circuit that can keep the processing speed of hard IP intact even when processing map data. <P>SOLUTION: The semiconductor integrated circuit includes the hard IP 11 for accessing a register storing map data in map-applied blocks with maps applied out of a plurality of processing blocks, a storage device 4 for storing beforehand the map data of the maps applied to the map-applied blocks, and a prediction circuit 10 for predicting the map necessary for the map-applied block past the notification of notification information notified each time each of the plurality of processing blocks finishes according to the notification information and map specification information predefining the maps to be applied to the map-applied blocks in a scheduled flow of processing of the plurality of processing blocks by the hard IP 11.
