The present invention relates to a surveillance camera system for crime and disaster prevention and, particularly, to a surveillance camera system for preventing monitoring function loss caused by external lighting which temporarily illuminates an area near a surveillance camera at night and leads an LED module illuminating the front of the surveillance camera to be turned off. The surveillance camera system preventing monitoring function loss caused by external lighting comprises: a surveillance camera; an LED module for illuminating the front of the surveillance camera; an illuminance sensor for detecting ambient light; and a controller for turning on or off the LED module according to the illuminance intensity detected by the illuminance sensor. The controller is characterized by preventing the LED module from being turn off because of temporary external lighting by turning off the LED module when the illuminance intensity detected by the illuminance sensor lasts over a reference illuminance for a given time.
