The present invention relates to a manufacturing apparatus for a biodegradable seed mat which protects seeds from birds using opening and closing units formed on the mat with constant intervals for hiding the seeds. By an desirable embodiment of the present invention, even if a pulp type third biodegradable sheet is melted by water by the opening and closing units formed of a second third biodegradable sheet, the biodegradable seed mat hides the seeds covered by bed soil to protect the the seeds from the birds and enables the seeds to easily grow over the biodegradable seed mat.
