PROBLEM TO BE SOLVED: To avoid interference between radio systems due to failure in searching for available resources by reliably detecting available resources without searching for available resources.SOLUTION: A small base station device 100 operates as a relay device of a 4G radio system, and also operates as a base station device of a cognitive radio system. The small base station device 100 performs data transfer in communication using the 4G radio system. The small base station device 100 performs communication in the cognitive radio system. A transfer control unit 107 performs scheduling for transfer on the basis of line quality with a transfer destination when the transfer is performed. A cognitive control unit 114 controls such that communication in the cognitive radio system will be performed by use of available resources generated by scheduling in the transfer control unit 107.
