PURPOSE: A location determination reference region establishing method and an apparatus for the same are provided to enhance precision of indoor location measurement. CONSTITUTION: A user carries a location determination reference region establishing apparatus and is located in a predetermined radial distance from installation position of a specific access point(S201). The location determination reference region establishing apparatus averages signal strength of the specific access point which is measured in the rotation at the spot(S203). The location determination reference region establishing apparatus stores a signal strength average value(S205). The location determination reference region establishing apparatus revolves with the installation position of the specific access point as the center and performs signal strength measurement and average processes in all radial distances(S207). An access point collecting apparatus determines an average value of the biggest signal strength among average values of the signal strength as reference signal strength(S209). The location determination reference region establishing apparatus establishes a reference radial region as a determination reference region and establishes the reference signal strength(S211).
