PURPOSE: A steam manufacturing apparatus, a distilled water manufacturing apparatus and a manufacturing method of distilled water are provided to obtain high efficiency of energy utilization and provide the energy which is necessary for manufacturing the steam at a low cost. CONSTITUTION: A steam manufacturing apparatus uses combustion heat which generated by using a catalytic burner to combust fuel gas such as LNG and LPG to heat water in a radiant heat method for consecutively generating the steam. The catalytic burner comprises a burner body, an injection nozzle, a mat combustion catalyst, a supporter, and an electric heater. The injection nozzle uniformly sprays fuel gas supplied to inside the burner body. The mat combustion catalyst combusts gas which sprayed from the injection nozzle in a flame-free state. The supporter maintains the temperature of the catalyst layer by utilizing the heat of combustion. The electric heater supplies the required heat to the catalyst layer for operating the catalytic burner. A water tub is installed at a constant interval from the catalyst layer of the catalytic burner.
