The purpose of the present invention is to provide: a cartilage regeneration-promoting agent which is safe and can exhibit a cartilage regeneration-promoting effect when ingested on a daily basis; and a proteoglycan synthesis-promoting agent which can exhibit a proteoglycan synthesis-promoting effect when ingested. Provided are a cartilage regeneration-promoting agent and a proteoglycan synthesis-promoting agent, each of which comprises a milk-derived basic protein fraction as an active ingredient. When the milk-derived basic protein fraction is ingested orally, the synthesis of a proteoglycan and the regeneration of a cartilage can be promoted. A digestion product produced by hydrolyzing the milk-derived basic protein fraction also has a cartilage regeneration-promoting effect.
