PROBLEM TO BE SOLVED: To solve the problem that reduction in coupling efficiency is caused by reflection in a connection section between an embedded waveguide and a high-mesa waveguide. SOLUTION: On a substrate, an embedded waveguide is formed in which both sides of a core is embedded with a first medium. Further, on the substrate, a high-mesa waveguide is formed in which, on both sides of the core, a second medium is arranged having a smaller refractive index than the first medium. On the substrate, a connecting waveguide is formed which optically connects the embedded waveguide with the high-mesa waveguide. The connecting waveguide includes a plurality of fins that are arranged at least on one side of the core of the connecting waveguide and arrayed in the wave guiding direction.
