PURPOSE: A device and a method for processing the pre-reduction of finex sludge are provided to enable the pre-reduction of the sludge containing a large amount of moisture by inputting the sludge into a frame made of various kinds of flammable waste resources including waste paper cups. CONSTITUTION: A device for processing the pre-reduction of finex sludge includes an extruder (61) and a rotary hearth furnace (64). The extruder distributes a fixed quantity of the finex sludge containing a large amount of moisture into frames made of flammable waste resources. The rotary hearth furnace pre-reduction processes the sludge inputted in the frames, thereby manufacturing an iron nugget. The frame is one among a waste paper cup, a plastic container, a wooden frame, and a paper frame, or a frame made of a biomass.
