PROBLEM TO BE SOLVED: To inexpensively provide a nail chip with a design including a projecting shape just as imaged.SOLUTION: A system of manufacturing a nail chip includes: a shape information acquisition part 121 measuring a three-dimensional surface shape of a nail or acquires three-dimensional shape information by inputting information of the surface shape; a development information creation part 122 creating development information of the developed surface shape based on the three-dimensional shape information; a design acquisition part 112 acquiring the design information showing a design including a projecting shape 221; a matching part 113 matching the design information with the development information; and a nail chip formation part 111 forming the design on a flat and flexible resin sheet based on the matching information. The nail chip formation part 111 include: a high-viscosity dispenser 141 applying high-viscosity resin to a surface of the nail chip 202; and a low-viscosity dispenser 142 applying relatively low viscosity paint.
