PURPOSE: A manufacturing method of a high strength carbon foam is provided to be able to manufacture a high strength carbon foam having a high sound absorptivity, a low thermal conductivity and a high compressive strength as the insulation property by closed pores and the sound absorption property by open pores are simultaneously satisfied. CONSTITUTION: A manufacturing method of a high strength carbon foam comprises (i) a step of mixing a polyvinyl alcohol solution and starch; (ii) a step of mixing phenol and formaldehyde at a mole ratio of 1:0.5-1:5; (iii) a step of mixing the mixture of the polyvinyl alcohol solution and starch, and the mixture of phenol and formaldehyde; (iv) a step of performing a reaction by adding acid to the product of (iii) step, and aging and curing the product; (v) a step of washing and drying the cured product to form phenolic resin pre-foam; and (vi) a step of obtaining carbon foam by carbonizing the phenolic resin pre-foam.
