PROBLEM TO BE SOLVED: To solve the problem of being incapable of power saving in all user terminals if the power of a GPS receiver is saved, because exceedingly larger power than consumption power of the GPS receiver is used in a wireless LAN transmitter which is required in each user terminal in order to transmit position information and the terminal ID of the user terminal to an access point, on the basis of a wireless LAN communication standard after the communication terminal receives the position information from an IMES transmitter.SOLUTION: A distribution device 3 includes a transmission/reception unit 31 in addition to a distribution unit 21. Accordingly, a communication terminal 5 existent in a range which position information X distributed from the distribution device 3 reaches may sufficiently transmit the position information X and terminal identification information A to the distribution device 3 in the above range. Therefore, the communication terminal 5 only consumes minimal power required for the transmission.
