PURPOSE: A method for manufacturing a catalyst for producing glycerol carbonate from glycerol is provided to produce glycerol carbonate from glycerol and urea with high conversion rate, selectivity and yield rate. CONSTITUTION: A method for manufacturing a catalyst for producing glycerol carbonate from glycerol comprises the steps of: producing the mixed aqueous solution of zinc nitrate and aluminum nitrate; adding the aqueous solution of NaOH or KOH or the mixture of NH4(OH) and NaOH into the mixed aqueous solution of metals; aging the mixture; obtaining solids by filtering and washing the aged mixture; and calcining the solids under oxygen, nitrogen or helium.
