PROBLEM TO BE SOLVED: To prevent occurrence of a problem by oil etc. intervening between a roll and a film upper part by removing the oil of a roll upper part by providing an upper part scraper for at least the roll upper part of the roll.SOLUTION: In a wet process manufacturing apparatus and a method of a separator film, an upper part scraper (10) comprises: a body (15); a scraper blade (18) provided in the body (15) and slides and contacts to the peripheral surfaces of rolls (55, and 57); a guide blade (22) which is disposed opposite to the tip of the scraper blade (18) through a gap (G); and an oil receiver (21) connected to the guide blade (22). The oil scraped by the scratch blade (18) is led by the guide blade (22) through the gap (G) and is made to enter the oil receiver (21).
