This technique relates to a decoding apparatus, a decoding method, an encoding apparatus and an encoding method whereby when the encoded stream of a packing image is to be decoded and displayed, the images constituting the packing image can be displayed with reliability. A decoding unit decodes encoded data, which has been obtained by encoding a packing image into which a plurality of images were packed, to generate the packing image. A display control unit determines, on the basis of a packing SEI used on a priority basis during the packing image display, the images constituting the packing image.
