PURPOSE: A communications device through a bandwidth restricted network and a system thereof are provided to send at least one of multiple transcoded media signals to each of multiple remote client devices through a second communications network. CONSTITUTION: A rate controller and a media transcoder (920) transcode at least one of multiple media signals into a different codec format based on one or more of control messages related to at least one among processing performances and channel performance related to at least one of local client devices, the bandwidth use amount information of a first communications network, at least one codec format and the combinations of these. A second network interface sends at least one of the multiple transcoded media signals to each of the multiple remote client devices through a second communications network.
