PROBLEM TO BE SOLVED: To provide an optical element that can improve front luminance when being used for a light emission panel having a light emission element that radiates diffusion light.SOLUTION: An optical element includes a transparent substrate, and an optical member formed on the transparent substrate and having plural concave lenses. A side face of the concave lens is inclined to the surface of the transparent substrate, and an inclined angle which the side face of the concave lens forms with the surface of the transparent substrate is an acute angle.
