PURPOSE: A method and device for encoding and decoding an image are provided to improve efficiency in encoding and decoding the image. CONSTITUTION: A device for encoding an image includes a motion prediction part, a motion compensation part, an intra-prediction part, a switch, a subtracter, a conversion part, a quantization part, an entropy encoding part, an inverse quantization part, an inverse conversion part, an adder, a filter part, and a referential picture buffer. A filtering method includes: a step (S1010) of determining whether or not filtering a predicted block with an encoder and a decoder; a step (S1020) of determining a region to be filtered; a step (S1030) of determining the type of a filter; and a step (S1040) of filtering the predicted block.
